A former Navy member requested reconsideration of his claim for shipping expenses he incurred incident to a transfer, contending that the Navy had in fact approved shipment of his privately owned vehicle as being in the best interest of the government. GAO held that while the Navy approved reimbursement for expenses the claimant incurred in driving his vehicle to his new duty station, it clearly advised that it would not authorize the shipment of his vehicle. Accordingly, the claim was denied.
