[Night Differential Pay for VOA Employees]

The Voice of America (VOA) requested a decision regarding retroactive payment of night differential pay to foreign nationals it employed in Antigua. GAO held that VOA could pay the differential only for the period after the Department of State and VOA approved the differential for those employees, and could not pay the differential retroactive to the employees' date of hire. Accordingly, VOA should not retroactively pay the differential.
