THE ARMY STATES THAT THE DECISION WAS MADE NOT TO SET ASIDE THIS PROCUREMENT BECAUSE IT HAD NO REASONABLE EXPECTATION OF RECEIVING BIDS FROM AT LEAST TWO RESPONSIBLE SMALL BUSINESS CONCERNS AT REASONABLE PRICES.
