[Claim for Waiver of Relocation Debt]

The Veterans Administration requested an advance decision concerning whether it could waive a bill of collection for an employee's temporary quarters subsistence expenses for two children who did not relocate with him. GAO held that the employee was entitled to reimbursement for the expenses, since the children met statutory requirements as the employee's immediate family during the period for which he claimed the expenses. Accordingly, the waiver was granted.
