The Department of the Interior's U.S. Geological Survey requested a decision regarding an employee's claim for reimbursement for project-related expenses he personally paid for. GAO held that it: (1) did not have sufficient information to determine whether the expenditures furthered a public necessity, since the claimant's project was classified; and (2) would not object to reimbursement if a public necessity did exist. Accordingly, the Geological Survey should reimburse the claimant if it finds that a public necessity required the expenditures.
