A retired Navy member appealed the denial of his claim for the transportation of his household goods to his retirement home, contending that it was his intent that his spouse remain and establish residence in the Philippines while he returned to the United States. GAO held that: (1) the government's liability for transporting a member's household goods incident to military retirement was limited to no later than 1 year from the retirement date; (2) the claimant shipped his goods more than 5 years after his retirement; and (3) since the claimant only visited his alleged home of selection with the intent of establishing residence at a future date, he did not establish the requisite intent. Accordingly, the claim was denied.
