A firm requested a decision concerning the General Services Administration's (GSA) authority to deduct freight overcharges after the 3-year limitation period. GAO held that GSA erroneously deducted the overcharges from amounts due the carrier more than 3 years after payment. Accordingly, GSA should refund the amounts deducted to the carrier.
