[Decision Concerning NSA Employee's Request for Waiver of Erroneous Overpayments]

The National Security Agency (NSA) requested a decision concerning an employee's request for waiver of erroneous payments NSA made for his son's travel expenses when the son visited the claimant at his overseas duty station. GAO noted that the claimant identified his son as a dependent, even though his former spouse had custody of the child. GAO held that the claimant was not entitled to waiver of the erroneous payment, since the: (1) son was not a member of his household; (2) expenses were incurred prior to the effective date of waiver coverage; and (3) claimant misinformed NSA in his request for the overseas travel allowance. Accordingly, the claim was denied.
