The Social Security Administration requested a decision regarding an employee's entitlement to temporary duty subsistence expenses incident to his permanent transfer to his temporary duty site. GAO noted that the employee remained in the same quarters he resided in while on temporary duty. GAO held that the employee was: (1) not entitled to receive temporary quarters subsistence expenses, since he did not relocate; and (2) indebted to the federal government for the amount he already received. Accordingly, the claim was denied, and GAO recommended that the employee file a request for an indebtedness waiver.
