The Department of Transportation (DOT) requested a decision concerning the allocation of funds for two of its grant programs, specifically whether Research and Special Programs Administration (RSPA) appropriations covered both programs, even though the act only mentioned one. GAO held that the appropriation was available for both programs, since RSPA had a lump-sum appropriation covering all of its authorized activities. Accordingly, DOT may use the appropriation without any earmark.
