The Department of Labor recommended the debarment of a firm and its owner for violations of the Davis-Bacon Act. GAO noted that the firm was: (1) a subcontractor under an Army solicitation for classroom renovations; (2) subject to certain minimum wage requirements; and (3) required to submit weekly certified payroll records. GAO found that, by failing to pay its employees the required wage rates and by falsifying its payroll records to show compliance with the labor standards provisions, the firm substantially violated the act. Accordingly, the name of the firm and its owner were added to the debarred bidders list.
