The Department of Labor recommended that a firm and its president be placed on the ineligible bidders list for violations of the Davis-Bacon Act. As a result of an investigation, Labor found that the firm: (1) had not paid its employees the minimum wages pursuant to the act; (2) did not pay some employees overtime compensation; and (3) had submitted certified payrolls falsely reflecting compliance with the labor standard provisions. GAO found that: (1) the firm had intentionally underpaid employees and falsified payroll records; and (2) falsification of payroll records is a basis for debarment under the act. Accordingly, the firm and its president will be included on the debarred bidders list.
