A carrier requested a review of a General Services Administration (GSA) audit action that disallowed certain freight charges allegedly due it. GSA had determined that a lower rate was applicable under a tender by a carrier that the requester merged with. GAO held that GSA improperly disallowed the charges, since the merger itself was not a sufficient basis to conclude that the existing rates were thereby extended to points not included under terms of the requester's original tender. Accordingly, the GSA action was overruled.
