GAO reviewed the applicability of the Balanced Budget and Emergency Deficit Control Act to the Federal Child Support Enforcement Program. GAO found that: (1) the President does not have the discretion to depart from the statutory requirements of the act because of the budgetary constraints the required reductions would impose; and (2) although reductions in individual programs will lead to hardships, any determination that such hardships justify amendment of the act is a matter for Congress to decide.
