The Air Force requested an advance decision on whether it properly: (1) denied payment of an incentive allowance to an employee; and (2) paid the cost of rental equipment for the actual move. GAO noted that the employee: (1) submitted a claim for expenses and an incentive payment even though he had not yet moved; and (2) presented improper weight certificates. GAO held that the Air Force may: (1) reimburse the employee for the rental truck used in the actual move; and (2) not reimburse the employee for the incentive payment. Accordingly, only the actual expenses of the move should be paid.
