Pursuant to a congressional request, GAO analyzed the proper application of an amendment to the "pass-through" provision of the Social Security Act. Confusion had arisen as to whether states have a choice in selecting the date by which they must fix their supplementary benefits. GAO concluded that states must fix supplementary benefits at their March 1983 level.
