A firm complained concerning solicitation specifications for radio equipment issued by a State transportation authority under grant funds from the Urban Mass Transportation Administration (UMTA). UMTA had denied both the firm's initial complaint and the firm's request for reconsideration. GAO has held that, if it is to consider a complaint which has initially been filed with the grantee, the complaint must be filed within a reasonable time after an adverse agency decision. GAO held that, since the firm waited more than 2 months to complain to GAO after UMTA denied its reconsideration request, its complaint was not filed within a reasonable time. Accordingly, the complaint was dismissed.
