An authorized certifying officer of the Coast Guard requested a decision on a retired officer's claim for additional military retired pay. The officer argued that the time he spent in the Coast Guard Academy should have been included as creditable service when computing his pay. The officer had previously submitted the same matter to a district court, which ruled that the time was not creditable as service. GAO has held that court settlements preclude government accounting officers from reconsidering the merits of a claim. Accordingly, the claim was barred from consideration.
