Highlights

A former employee of the Federal Home Loan Bank Board appealed a settlement which disallowed his claim for travel allowances and overtime compensation incurred in 1969 and 1970. The claim was disallowed because it was not filed with GAO within 6 years of the date it accrued. The employee contended that the fact that the claim was timely filed with the agency made it a timely claim. However, filing a claim with another Government agency does not satisfy the requirement that claims coming before GAO be filed within 6 years of the date the claims accrue. Therefore, the claim for travel and overtime prior to 1971 was disallowed and the disallowance was sustained. A portion of the claim concerned compensation for travel and overtime performed in 1971. However, the agency did not have records pertaining to this portion of the claim, and the former employee failed to supply proof as to the existence and nonpayment of the claim. Accordingly, this portion of the claim was also denied.
