[Protest of Navy Rejection of Late Proposal]

A Canadian firm protested the rejection of its late bid by the Navy, contending that it mailed the bid at least 5 days before the due date and that the Canadian Postal Service will not certify mail bound for destinations outside of Canada. GAO held that it is the responsibility of the bidder to ensure timely receipt of a proposal. Accordingly, the protest was denied.
