GAO commented on proposed regulations concerning collection by offset from indebted Government employees, to be codified at 5 C.F.R. 550, Subpart K. While GAO favors omitting reference to waiver statutes that cover claims for erroneous payments, it does not object to retaining 5 C.F.R. 550.1102(a)(2) which governs waiver requests and claims that come before GAO. GAO expressed concern that the proposed regulations do not go far enough in excluding the recoupment of routine intra-agency administrative overpayments from the strict procedural requirements of the revised 5 U.S.C. 5514.
