A retired Army officer requested reconsideration of his claim for reimbursement for travel expenses while on active duty in 1976. The initial claim, which was submitted to GAO in 1981, was rejected because the Army could not locate any records which would justify or refute payment of the claim. Because the burden of proof is on the claimant and, in this case, the officer did not furnish any documented evidence from financial records of any military organization to establish his claim, the denial of payment was sustained.
