A firm claimed reimbursement of proposal preparation costs pursuant to a decision under which GAO sustained its contract award protest against the Department of Education, which had given bidders incorrect information as the result of a mathematical error. GAO held that, since Education's conduct was merely negligent, rather than arbitrary or capricious, the firm was not entitled to reimbursement. Accordingly, the claim was denied.
