GAO was asked to determine whether an Army employee who left his temporary duty station early could be reimbursed for the cost of his motel room for the day on which he left. The employee left his station because of a death in his family and was required to pay the full cost of the room because he left late in the day. GAO held that the expense was actual and necessary and that the employee could be reimbursed.
