A firm objected to an Economic Development Administration decision to reject its proposal for award of a research grant. GAO reviews complaints concerning grant awards only when the protester alleges that the agency awarded grants instead of contracts to circumvent the competition requirements of procurement regulations or a conflict of interest was involved. Since the protester raised no such allegations, the complaint did not fall within these exceptions. Accordingly, the complaint was dismissed.
