A firm requested reconsideration of a decision which dismissed as untimely a protest alleging that a solicitation requirement was unreasonable. In its request for reconsideration, the protester asked for the opportunity to modify its bid to include the required item. However, GAO held that a bid which is nonresponsive initially may not be corrected after bid opening. Further, since the protester was found ineligible for award, GAO would not consider other aspects of the protest because the issues were academic. Finally, GAO stated that it would consider a new protest issue which appeared to independently satisfy timeliness requirements and which would be developed as a separate protest. Accordingly, the prior decision was affirmed.
