A firm requested reconsideration of a decision which denied its protest of the Forest Service's acceptance of a bid in connection with a timber sale. The protester contended that the bid was late and should not have been accepted. The protester also alleged that the bid was nonresponsive, because it contained an improperly completed performance evaluation form. GAO noted that, in a reconsideration, the protester must produce a detailed statement of the factual and legal grounds upon which reversal or modification is deemed warranted. The protester contended that GAO used the wrong bid opening date in its earlier decision. GAO noted that the Forest Service provided sufficient evidence to refute that contention. GAO held that the remaining contentions failed to advance any arguments not previously considered, and the protester did not show any errors of fact or law. Accordingly, the prior decision was affirmed.
