A college protested the proposed award of contracts for educational services under invitations for bids issued by various contracting agencies of the Army. With respect to each procurement, the protester contended that the solicitation failed to restrict competition to only regionally or nationally accredited institutions, as required by applicable Army regulations. The protester also contended that these procurements should have been negotiated rather than formally advertised. Bid protest procedures require that any protest based upon alleged improprieties in a solicitation which are apparent prior to bid opening must be filed prior to bid opening. The protester's allegations, which involved deficiencies apparent from the face of each solicitation, were not filed within this timeframe. Therefore, the protests were untimely and were dismissed.
