[Appeal of Claims Group Settlement Disallowing Carrier's Claim]

A motor carrier appealed a Claims Group settlement which disallowed its claim for reimbursement for an amount set off by the Air Force for damage to a member's mobile home. GAO held that: (1) although there was no pre-existing damage to the mobile home at the place of origin, the roof and windows were found damaged at delivery; (2) since there was evidence that the mobile home was handled in a rough manner during transportation, it was reasonable to conclude that the roof was damaged as a result of transportation; and (3) the claimant did not demonstrate that the cost of sealing the roof was improperly claimed as a damage expense for which it was liable. Accordingly, the Claims Group's settlement was sustained.
