The Small Business Administration (SBA) requested reconsideration of GAO decisions which dismissed as untimely a bidder's protest against the rejection of its bid and its subsequent request for reconsideration. In this request for reconsideration, SBA restated the bidder's arguments and elaborated on alleged Government mishandling of the bid. GAO believed that SBA was not a proper party to request reconsideration of the decisions as it did not participate in the initial consideration of the protest. In any event, its request was untimely under bid protest procedures. A request for reconsideration must be filed no later than 10 working days after the basis for reconsideration is known or should have been known. Since the SBA request was filed approximately 3 months after the denial of the protester's request for reconsideration, it was clearly untimely. Accordingly, a request for reconsideration was denied.
