An individual appealed the GAO Claims Group settlement which denied his claim for retroactive temporary promotion and backpay incident to an overlong detail. The claim was denied on the basis that he provided insufficient evidence to prove that he was in fact detailed to the higher grade, journeyman-level duties for the 4-year period stated in his claim. Upon a review of the case, GAO held that employees have no entitlement to temporary promotions for overlong details. Accordingly, the claim was denied.
