A firm asked GAO to review the procurement practices employed by another firm under a grant from the Department of Health and Human Services. The complainant stated that the grantee firm's future requirements for portable suction units would be met through a circumvention of proper competitive procurement procedures and that the fairness of future solicitations could be impaired. GAO found the complaint to be speculative and premature; accordingly, it was dismissed.
