A firm requested a reconsideration of a GAO decision in which its protest against a Navy contract award was denied. Although the firm stated that it would send a more detailed explanation of its reconsideration request, no additional information was received. GAO held that a reconsideration request must be filed within 10 working days after the basis for reconsideration is known or should have been known and that it must contain a detailed statement of the factual and legal grounds upon which reversal or modification of the decision is deemed warranted. Because of the firm's failure to submit a detailed statement, the request for reconsideration was dismissed.
