Highlights

A firm protested the award of a contract by the Forest Service. The protester contended that the solicitation was a total small business set-aside and that the awardee was not a small business. GAO does not consider protests concerning small business size status. The Small Business Administration (SBA) is empowered to conclusively determine matters of small business size status for Federal procurement and sales purposes. The SBA determination is not subject to GAO review. Accordingly, the protest was dismissed.
