A union protested an Army decision to contract out for refuse collection and disposal services at Fort Benning, Georgia. The documents submitted with the protest revealed that the decision to contract out was made in accordance with Federal regulations. GAO held that the determination to contract out for services instead of performing the work in-house is a matter of executive branch policy and is not reviewable under the GAO bid protest decision function. Accordingly, the protest was dismissed.
