Protest of Army Procurement

A firm protested the procurement of smoke detectors by the Department of the Army. The Army reported that the procurement was being conducted for a nonappropriated fund activity. Since GAO has no authority to render a a decision involving nonappropriated funds, the protest was dismissed.
