A firm protested the award of a contract by the Department of the Navy. The protester contended that the awardee was not performing in accordance with the specifications of the contract. Whether the awardee was in fact performing in accordance with contract requirements was a matter of contract administration. GAO does not consider such matters under bid protest procedures. Accordingly, the protest was dismissed.
