[Payment of Claim for Rent and Damages]

An individual with power of attorney submitted a claim for his former wife for collection of one-half of a claim that had been allowed by GAO in a former decision. The claim was against the United States for rent payments and damages of two residences in Vietnam. GAO awarded the individual half of the claim, because the record showed that his former wife might have been entitled to a portion of the payments under the lease as part of a divorce settlement. GAO found that the document submitted by the individual provided a sufficient basis for paying him, as her representative, the remaining half of the amount. Accordingly, the voucher, if otherwise correct, may be submitted for payment.
