Two custodial laborers appealed the denial of their claims for retroactive temporary promotions. The claims were based on the contention that for a period of time after their temporary promotions to higher-level positions had terminated, they continued to perform higher-level duties. The record indicated that although they performed some duties of higher-level positions, neither employee performed all of the duties of a single established and classified position at a higher grade after the termination of their temporary promotions. Therefore, the disallowance of the claims was sustained.
