Allegation That Low Bidder Is Not Qualified To Perform Contract

A firm protested the award of a contract, contending that the awardee was not qualified and did not have the equipment to perform the contract. It was held that the matter was one of responsibility, and GAO does not review affirmative determinations of responsibility except in circumstances not indicated here. Therefore, the protest was dismissed.
