A Coast Guard member was transferred on permanent change of station orders to Cleveland, Ohio, from Hawaii. The member argued that he should have been authorized to continue to receive station allowances since he left his dependents at the old duty station due to unsettled conditions in the public schools at his new duty station. The Coast Guard denied him continued payment of station allowances in the absence of an emergency preventing his dependents from leaving the overseas station since their residence in the overseas area had no connection with the member's duty assignment. GAO concurred in the Coast Guard's determination that the member was not entitled to continued payment of station allowances.
