A firm requested reconsideration of the GAO decision which denied its protest that an invitation for bids contained proprietary data. The firm contended that the data was submitted by the firm to the Government in connection with a mobile power distribution system that it had developed, and was accommpanied by a restrictive legend. In its bid protest procedures, GAO requires a detailed statement of the factual or legal grounds which allegedly warrant the reversal of a decision. A mere statement that evidence to support a request for reconsideration exists does not fulfill that requirement. The firm did not dispute the GAO conclusion with respect to present public knowledge of its design. Since the request for reconsideration did not advance facts or legal arguments which showed that the earlier decision was erroneous, the decision was affirmed and the protester's request for a conference in connection with the request for reconsideration was denied.
