The Assistant Secretary of Defense requested a decision as to whether the military service of a member participating in the program at the Uniformed Services University of the Health Sciences is creditable in determining years of service for the computation of retirement pay even though his enrollment was terminated prior to graduation. It was held that since students in the program are on active duty status, and since the member continued to serve on active duty in another capacity as well, he was entitled to credit for that service regardless of whether or not he completed the program.
