A federal employee appealed a settlement denying his claim for a retroactive temporary promotion based upon an extended detail to a higher graded position. The issue was whether the employee was entitled to additional compensation where the agency had determined that he was not qualified for promotion to the higher graded position. The employee argued on appeal that he was qualified for the higher graded position, and submitted additional documents to support his contention. However, the record indicated that the employee did not possess the requisite security clearance for promotion to that position. Therefore, it was held that the employee was not eligible for promotion to the higher graded position, and that he was not entitled to a retroactive temporary promotion. Accordingly the denial of the claim was sustained.
