An employee of the Defense Intelligence Agency (DIA), whose permanent duty location was the Washington Navy Yard, was assigned to Anacostia Annex to attend Defense Intelligence School. According to DIA regulations, these two locations are to be considered as a single location, and the employee may not be paid mileage for travel to and from his home. While the employee was in school, he received orders transferring him to Arlington, Virginia. After his reassignment, the employee claimed that his travel to the school constituted travel to a temporary duty station, and that he should therefore be compensated for the cost of travel from home to the school. GAO denied the claim. The employee's official duty station did not change until his attendance at the school had ceased. Arlington, became his new duty station at the time he began to perform his new duties at that location.
