Protester maintains that the award of a contract for food service in the Airmen's Dining Hall was the result of collusion between Air Force personnel and the incumbent contractor to mislead bidders so that the incumbent could underbid them. Evidence of collusion should be considered by the Department of Justice, which is responsible for interpretation and enforcement of criminal laws. GAO believes, however, that there is insufficient evidence to conclude that there was collusion between the Air Force and the awardee. In any event, the manner in which the awardee performs in accordance with the contract specifications is a matter of contract administration and not for consideration by GAO.
