Claims Settlement for Care of Parrots

A ruling was requested on the propriety of paying for expenses incurred in caring for and feeding parrots. Although the Government employee who made arrangements for the care of the parrots lacked authority to contract for the services, the claimant conferred a benefit upon the Government and may be paid on a quantum meruit basis.
