A company protested against any contract award to a bidder because of the bidder's alleged failure to comply with specifications and delivery schedules on two pervious contracts. The bidder will be bound to perform in accordance with specifications if it receives the contract. Such performance involves a determination of responsibility. Since determinations of responsibility and contract administration are not considered by GAO, the protest was dismissed.
