Contention That Bidder Was Nonresponsive

A company contended that the contract awardee's bid was nonresponsive because it did not comply with certain specifications regarding replacements. The absence of a credit for materials that do not have to be replaced did not render the bid nonresponsive since the net cost to the Government can be ascertained from the bid.
