A company protested a contract award to the apparent low bidder, contending that the awardee does not maintain the required level of parts inventory. The protest related to the low bidder's responsibility, and GAO no longer reviews affirmative determinations of responsibility. However, because of the seriousness of the charges, the protest will be brought to the attention of the procuring agency.
